In 1999, Russia promised to remove its troops from Moldova by end of 2002

OTD in 1999, the OSCE conference took place in Istanbul. Russia promised to remove its troops from Moldova & Georgia by end of 2002. Almost quarter of the century later, Russia’s troops are still in Moldova and Georgia. (In Gergia, Russia occupied even more of the land). Should Ukraine believe Russia’s promises & negotiate similar obligations?
