Per Wikipedia, Werwolf was the easternmost Headquarters used by Hitler in person. Hitler went there three times; his first stint, which lasted from July to October 1942, was the longest. The other two times were both less than a month.

In the picture below are Martin Bormann, Adolf Hitler, Erich Koch, and Julius Schaub at Wehrwolf. Erich Koch – Wikipedia was the Reichskommissar in Reichskommissariat Ukraine from September 1941 until August 1944.
