Article 3 of the Budapest Memorandum on Security Assurances, signed on December 5, 1994, states: “The United States of America, the Russian Federation, and the United Kingdom of Great Britain and Northern Ireland reaffirm their obligation to refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine of the rights inherent in its sovereignty and thus to secure advantages of any kind.” This clause emphasizes that the signatories commit to abstain from using economic pressure to influence Ukraine’s sovereign decisions for their own benefit.”

The U.S. is openly violating Article 3 of the Budapest Memorandum by pressuring Ukraine to hand over 50% of its rare earth minerals in exchange for past aid. Economic coercion is illegal under the agreement. No one is calling it out. Where is the outrage?
